When Chula Vista and the Port learned that the 14-1 vote they orchestrated at MTDB to support abandonment would not work because of Federal Railroad Laws, they created a new strategy. Their contract said they must use "Their Best Efforts to obtain the MTDB parcel". The MFRC (Metropolitan Freight Rail Committee) was set up supposedly to come up with a comprehensive Freight Rail Policy. Instead, the pro abandonment forces who dominated the committee pushed forward the idea of a 66-year lease of the Coronado Branch to the Port. Who would even care if it had been sold in 66 years?
All of the Port Commissioners on the MFRC should have abstained from voting due to financial interests along the railway.
